The Polis Center is looking for an experienced developer to join our information technology team in providing open access to actionable data and research used by nonprofits, community-based organizations, government, and academics for community good.
The Polis Center is an applied research center at IUPUI in the IU Luddy School of Informatics, Computing, and Engineering. Polis makes data actionable for improving community health, equity, and resilience. We build and use information technology and geographically precise data across a variety of domains and sectors to identify and address our community’s most pressing challenges. We are a convener and connector, collaborating with community and academic partners to translate data and research into action. We build capacity in nonprofits, community-based organizations, government, and researchers to use these resources effectively for community good.
Job Summary
Department-Specific Responsibilities
- Responsible for the design, development, and maintenance of both front-end and back-end technologies used in the deployment of the SAVI Community Information System and related products.
- Works closely with clients, front-end graphic designers as well as back-end data analysts and database administrators.
- Applies skills in code maintenance, continuous integration and continuous delivery (CI/CD) pipeline strategies, testing, beta-to-production deployment strategies, and microservices to develop information technology products used by community and university partners.
- Participates in requirements discovery to ensure optimum functionality, performance, accessibility, scalability, and security of websites and web applications
- Designs and deploys front-end websites in an IIS, .net framework and Golang/Kubernetes framework
- Integrates data and user input through REST and other API protocols
- Produces visualizations using tools such as ESRI ArcGIS APIs, Leaflet, Google Map APIs and D3.js custom visualizations
- Collaborates with data team to develop performant data models and caching strategies
- Collaborates with the Systems Engineering Leader to tune microservices environment
General Responsibilities
- Develops high-performing websites and web applications, including building and implementing back-end (APIs, databases) and front end (interfaces, web-based tools) solutions.
- Consults with stakeholders and/or web administrator to review existing websites/webpages; develops new functionality and/or codes necessary web changes.
- Develops data structures, web tools and programs while taking into consideration multi-browser and mobile compatibility and performance.
- Documents website and web application development efforts (changes, new functionality, issue/problem resolution).
- Tests website and web application performance and functionality, performs quality assurance checks, and fixes bugs accordingly.
- Acts as a liaison between design/creative teams and stakeholders to ensure optimum functionality, performance, accessibility, scalability, and security of websites and web applications.
- Ensures that all protocols used in the development and maintenance of websites are up to date and compliant with university policies and standards; researches and stays up-to-date on new industry web standards, emerging media technology, UX/UI design/philosophy, and accessibility standards.

EDUCATION
Required
- Bachelor’s degree (preferably in Computer Science or related field)
WORK EXPERIENCE
Required
- 2 years of full stack web development or related experience
Preferred
- 3 years of experience designing, developing, and maintaining web-based computer applications

Preferred
- Demonstrates experience in Microsoft .NET framework, Visual studio IDE, vue.js, MVC development architecture.
- Demonstrates experience in SQL with SQL Server, PostgreSQL and Oracle, HTML/CSS/JavaScript web technologies. Familiarity with NoSQL databases a plus.
- Demonstrates experience in working with third party vendor APIs like Google API, ArcGIS and d3.js libraries
- Familiarity with a DevOps environment using GitHub, Kubernetes and Docker or related container platform
Working Conditions / Demands
This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.
