FEMA Risk MAP (Mapping, Assessment, and Planning) is a program administered by the Federal Emergency Management Agency (FEMA) in the United States. The primary goal of the Risk MAP program is to enhance the nation’s understanding of the natural hazards and risks associated with different geographical areas. This information is crucial for effective risk management, emergency response, and community resilience planning.

Key components of the FEMA Risk MAP program include:

  1. Flood Hazard Mapping: FEMA produces Flood Insurance Rate Maps (FIRMs) to identify areas at risk of flooding. These maps are used to determine flood insurance requirements and to inform land-use planning and development regulations.
  2. Risk Assessment: FEMA works with communities to assess their vulnerability to various natural hazards, such as floods, hurricanes, and earthquakes. This involves evaluating the potential impact of these hazards on people, property, and the environment.
  3. Data and Technology Support: FEMA provides tools, data, and technology to support risk assessment and mapping efforts. This includes Geographic Information System (GIS) data, modeling tools, and other resources to help communities understand their exposure to different hazards.
  4. Community Engagement: The Risk MAP program encourages community involvement in the risk assessment and planning process. Collaboration with local governments, tribal authorities, and other stakeholders is essential for developing effective risk reduction strategies.
  5. Mitigation Planning: Based on the risk assessments and hazard maps, communities can develop mitigation plans to reduce their vulnerability to natural disasters. These plans may include zoning regulations, building codes, and other measures to enhance community resilience.
  6. Outreach and Education: FEMA conducts outreach and educational initiatives to raise awareness about natural hazards and the importance of preparedness. This includes providing information to the public, community leaders, and other stakeholders.

FEMA Risk MAP is an integral part of the National Flood Insurance Program (NFIP) and supports the broader framework for disaster risk reduction in the United States. By providing accurate and up-to-date information on hazards and risks, the program helps communities make informed decisions to safeguard lives and property.

Much of Polis’ Geoinformatics work relates to Risk MAP as flooding and severe storms are significant concerns in Indiana. It comes into play as Polis prepares county and the state multi  hazard mitigation plans, specifically the risk and vulnerability assessment portion of the plans, and the development of risk-based mitigation strategies.
